What I find interesting about Human behavior is that when the USA raises tariffs some countries respond by raising their tariffs upward a similar amount. Like kids in the school yard challenging each other.
I ask myself why not reduce tariffs in unison to zero whenever possible. Then the two counties could high-five each other and be heroes rather than being perceived as the school bully? And I agree with you that tariffs are troublesome while trade imbalances are just the way the wind does blow.
In the end, all tariffs are paid by the consumer so what politician can think that is a good thing? The world is an interesting place.
I, too, would have liked to see countries call the White House's bluff, and say, "How about zero tariffs?" I guess that still wouldn't have done the trick, because the US tariffs were calculated from trade deficits, but it would have sent a message.
Barring that, a coordination outside of America to invigorate other trading relationships would have been impressive. The retaliatory stuff looks immature, as you mentioned.
